Calendar rules sandbox, not computing real deadlines

These are the deadline rules as versioned data, per jurisdiction. They render here so you can see the structure, but no rule computes a real calendared deadline until an attorney signs it (verified_by) and both computation paths agree. A wrong date is malpractice, so this stays fenced.
